The Pakistan Medical and Dental Council (PMDC) has officially issued its comprehensive Medical and Dental Admission Policy 2026, establishing a strict regulatory framework designed to curb administrative negligence, eliminate illegal admissions, and ensure absolute transparency across all public and private medical and dental institutions in Pakistan.
Under the newly enforced guidelines, institutions that deviate from regulatory standards, delay essential academic schedules, or flout seat allocations will no longer face mere warnings. Instead, the council has introduced a robust schedule of heavy financial penalties, mandatory seat reductions, and potential legal consequences. This decisive shift aims to protect student rights, uphold meritocracy, and restore absolute public trust in medical education standards across the country.
The newly released regulatory blueprint targets multiple operational tiers within medical and dental universities and teaching hospitals. To provide complete clarity for students, parents, and education stakeholders, the core penalty structures under the new framework include:
Merit List Delays: Colleges failing to release official merit lists within the designated timeframe face an immediate fine of Rs. 500,000, with an additional penalty of Rs. 50,000 charged for every subsequent day of delay.
Over-Admission Violations: Institutions admitting students beyond their officially allocated seat quotas will be penalized with a fine equivalent to the annual tuition fee for each illegally admitted student. Furthermore, their total sanctioned seats may be slashed by half in the subsequent academic session.
Registration & Examination Delays:
A fine of Rs. 50,000 per student for delayed student registrations.
A fine of Rs. 75,000 for late reporting of graduation milestones.
A fine of Rs. 30,000 for delays in submitting annual examination results.
Transfers, Withdrawals & Fee Discrepancies: Late reporting of student transfers or withdrawals incurs a Rs. 100,000 fine, while any violation of regulated fee structures and extra institutional charges carries a steep penalty of Rs. 200,000.
PMDC accepted online applications from 22 June to 13 July 2026, with a late-fee window until 18 July. The test took place on 20 September 2026. This page explains how registration worked, what it cost, and your next steps, whether you sat the test or want to be ready for 2027.
MDCAT registration 2026 has closed.
The Pakistan Medical & Dental Council (PM&DC) has issued a public notice announcing that the National Registration Examination (NRE) Step-I, originally scheduled for 11th October, 2026, has been postponed to 8th November, 2026, due to unavoidable circumstances. Candidates are advised to regularly check the official PM&DC website for further updates.

The schedule moved twice this year, and that confused many students. Here is the final order of events.

The regular-fee deadline was 13 July 2026 . PMDC then allowed late applications until 18 July 2026 at a higher fee. After that, the portal stopped taking forms. The fee could not be refunded or moved to another candidate.
The lesson: deadlines can shift, but never plan around an extension. Apply in the first week.

Waiting for the late window cost Pakistani candidates an extra Rs. 4,000. All fees were non-refundable and non-transferable, so a wrong city or a wrong detail could not be fixed with a refund.
MDCAT is the only entry test for MBBS and BDS in Pakistan, so every medical aspirant needed to register. PMDC's core conditions were:
A valid CNIC or B-Form
HSSC (FSc Pre-Medical) or an equivalent qualification, with Biology and Chemistry
An IBCC equivalence certificate for O/A Level or foreign degrees
No age limit and no limit on attempts
Students in their final year of FSc could apply based on their expected results.
Keep scans of these ready before you start any online form:
CNIC or B-Form
Recent passport-size photo
SSC (Matric) certificate and marksheet
HSSC (FSc) certificate and marksheet
Domicile certificate
IBCC equivalence certificate (O/A Level and foreign students)
Juvenile Registration Certificate for applicants under 18
Tip: a blurry or wrongly sized upload is the most common reason forms get flagged. Check each file before you submit.
Open the official PMDC MDCAT portal.
Create your account with your CNIC and a working email and phone number.
Fill in your personal and academic details exactly as they appear on your documents.
Choose your province of domicile and test city.
Upload your documents and photo.
Pay the fee through the approved payment method.
Save your confirmation, then download your admit card when PMDC releases it.
Double-check your test city before you submit. Once chosen, it could not be changed.
MDCAT is one national test, but admissions run province by province. You registered under your province of domicile and competed for its seats. Candidates generally sat the test in their own province or region. Testing authorities such as UHS (Punjab), KMU (Khyber Pakhtunkhwa), and the Sindh and Balochistan universities handled the paper and results for their regions.
Many students still search "PMC MDCAT registration 2026." PMC is the older name of the council. Today the test and its registration run under PMDC (Pakistan Medical and Dental Council) . If a website tells you to register with "PMC," treat it as outdated.
Missing the deadline is painful, but your year is not lost. Here is the plan:
Do not pay anyone who claims they can register you now. The window is closed, and fake agents target worried students.
Pick your goal for 2027. Decide whether you will repeat FSc subjects, improve marks, or start MDCAT prep early.
Study your weak subjects first. Biology carries the most marks in the paper, so it deserves the most time.
Follow PMDC's official page for the 2027 announcement.
Check the answer key from your province's testing university and count your score out of 180.
Wait for the official result. Results are expected around the end of September, and each authority publishes its own.
Prepare your aggregate. Merit combines your SSC, FSc, and MDCAT scores using PMDC's formula.
Watch for admission notices from your provincial health department and university. Admissions need a separate application.
PMDC has not confirmed 2027 dates on this page's last update. This year, registration opened in late June, about two months before the first planned exam date. If 2027 follows a similar pattern, you would have the full winter and spring to prepare. Start early, and register in the first week of the window.
Waiting for the last week. Portals slow down, and the late fee adds Rs. 4,000.
Entering details that do not match your documents. A spelling difference in your name can cause problems later.
Trusting unofficial sites. Confirm every date and fee on PMDC's own notice.
